I don't understand why chaining is still legal in North America, or why people get dogs only to chain them up outside 24/7. It needs to be banned. It's happening slowly by municipality.

That is soooooooo sad
When we moved to our place there was no fence. The only option was to change the dot up when he was outside. Didn't hurt him. He had plenty of room to run around. As well as multipule shade options. Now that we have a fence he no longer has a chain but he has always been health and happy. Even when we used a chain.
Neighbour accros the way on the other hand never uses a chain. And their dog is locked in a room upstairs the only time it gets out side is when they take it for a walk so it can go to the bathroom. This looks to be twice a day.
Which is worst?
Chains arnt the issue. It's the owners
True but last winter many chained dogs froze to death with the extreme cold snaps so even with idiot owners, if they are not allowed to be left outside 24/7 they would not die like this.
