The GT Base is $37000 and the GT Premium is $42500. That's a $5500 'premium'.

There is the Equip pkg 401A (shaker audio, memory seats/mirrors, blind spot/cross traffic warning) for $2000, but it's not listed on the kijiji ad.

But I think the Prem pkg (as in Mustang GT Premium) in the ad is just listed twice. Once in the title and once in the list of options.

No, I think you're prolly right. But back to your orig point... Ya... They are that much new. The one Rick and I priced out back when you first could price them out was $48000 and change (Base GT with GT performance pkg). That was out the door, taxes in.
