The guys stealing these are likely just bringing them to a metal recycler and getting cash for them.

^I doubt it, scrap places give low rates for cats, and need your drivers license number to sell them. Guy I was selling to was buying all he could get, and paying hood money (few hundred each), he had an online app that would tell him the value. I would bet they’re going overseas.
I know a few states have implemented similar measures, was pretty bad the last few years
One of our dealers had 9 cars get their cat's stolen in one night.

My old place had probably 20 Ram trucks hit, all brand new, and on two different lots, fixed through insurance as it was over $100k to repair with OE parts, a lot had 02 sensor harnesses cut. Cops don’t give a crap.

I can understand the attraction now. Today I got $240 for a converter from an old field truck.
