Probably need an appraisal. My brother needed one for his 1994 Camaro.

Not an actual appraisal, you need a HST appraisal. It's about $40, many guys are mobile and will come to you.

I told them my stang was worth 2500$ on a hand written note. Gave me no issues. The second they see the year of the car they don’t question it

All vehicles (car, trucks) over 20 years old will require a HST appraisal in able to register the vehicle in your name.
Oddly, last spring when I purchased Kath's '16 Santa Fe, no value shown on the sellers package, being as I was out near Niagara n office closed in 1/2hr thought I was screwed for picking up. Go to lic office anyways, she saw no value, asked me if I paid what was written down n signed by seller, replied yes (had pic on my phone of bank draft if she'd asked) and she put it through with no hassle. Walked out a lil dumbfounded but pleased.
When we changed Ross's car over at purchase, needed tax appraisal, same when I bought the '05. Have no explanation why some slide through while others don't.

When I traded the 2001 Camaro for the 2002 Corvette there was no value for the car in the UVIP. I went to the MTO to register and explained to the girl at the counter that I traded the car straight up with no cash exchanged....... She printed a $0.00 receipt and said "sign here" Walked out the door paying no HST :)
Wow, thought they had closed the trade for trade no tax hole, awesome news.
My 02 GT, she went off our hand written contract of $2100 lol
