I was about to reinstall the rear bumper cover and noticed that there was only one side of the bumper pad that was held with a rivet. Is this normal? I could not see any indication that there was one on the other side.

Got any pics to show what you're talking about Mike?

Here are pics of right and left sides. I suspect that it does require a second rivet. And trying to find an inch long rivet with stores closed is difficult. But I was hoping that someone would tell me that they just put one at the manufacturer to keep the absorber on the car before the cover went on. There is up/down movement on the side with no rivet and I was thinking it could be a source bumping noise? Maybe I'm overthinking.

Leave it, you won’t hear it.

You can see the witness outline of the rivet head in the foam on the left side.

Thanks, If I ever do, I can always that it apart again. Plus I can re-install now!

That's what I thought as well.
I use Black Gorilla tape to wrap all way around to secure to rebar, very common to see on both front / rear.
