Upside down new edge on snake road

Driving home from getting groceries around 8 this morning saw an upside down dark red new edge just south of Waterdown on snake road. Guy was out of the car waving people around. Anyone here?

And yes, I go grocery shopping at 7 in the morning on a Sunday.
