The second year I had my mustang, I noticed a bunch of white striations running from the center of the rim to the outer edges. I went into the shop to ask what it was and the guy throught it was salt that got underneath the coating of the rims. I'm here for a second opinion. Also, I have no clue as to how to post photos so some help on that would be much appreciated as well.

Most likely they are correct, Ford rims (and plenty of others) are well-known for this issue where it seems the clear coat fails around the center cap and allows salt to penetrate underneath, causing corrosion and pitting, which will run down the rims as you describe. You could always have them refinished if you like them, but you'll have a bit of downtime and of course, the cost.
